I just came across this utility, and I have found its one of those small
little utilities that does an excellent job at a couple little things that
pretty nice once you use them.

Katmouse does fixes two annoyances with wheel mice and windows:

1.  It makes the window under the mouse scroll with the wheel, even when
that window doesn't have the focus (i.e. isn't on top).  It does this
without making that window have the focus/be on top.

2.  It makes win16 apps and other win32 apps that don't scroll with the
wheel so well or at all scroll with the wheel.  I have a couple 32bit win
apps that don't scroll at all with a wheel mouse.  Katmouse and they scroll
perfectly.

3.  It makes sub-windows/controls that don't scroll with the wheel scroll
with the wheel.

It has a couple other features but the above are the ones that really make
this a useful utility to me.

Best of all its free!!!
