Quotas are usually one way. In other words, when the quotas
are reached, there is no "reverse quota" expected to bring
the numbers to the ideal percentage.
My aunt works in a government office and laughs at how
there's only one white man out of an office of 50 people
yet the walls are covered with "affirmative action,
women and minorities encouraged to apply" posters
and job postings.
