---they are a part of the Star Trek universe, and considering the concerns
you raise with Magna Roma (legitimate but hardly interesting enough upon
which to dwell in a Trek millieu), I wonder if I may go in an even more
radical direction involving them, and the planets with which so many of us
have a problem.

I mean, perhaps Hodgkin's Law of Parallel Development is bullshit. What if
the Q have been interfering/playing with humanity for quite some time?
Maybe that planet was uninhabited/a tabula rasa until the instant SS Beagle
scanned it, and the Q created and placed the *entire Roman society* there,
artificially advanced to the point at which we see it in TOS. This explains
why societal and cultural systems that in Garry's opinion would not have
survived were still in place there (although already strained, from what we
saw in "Bread and Circuses"): They never *had* to evolve.

There could be a number of planets throughout the galaxy based on humans or
human culture simply because the Q keep a twisted version of their *pet*
civilizations around---either for their own amusement, or because there's
some purpose there beyond human ken.

I've never really subscribed easily to the "duplicate Earth"
stuff. There has to be a functionally omnipotent intelligence behind it.
