In 2.x, there was a common shared file-based IPC to support "Who's
On", paging, chat, and broadcasts between multiple instances, whether
they were run on the same box or separate boxes on a LAN.  In 3.x, Scott
changed the IPC mechanism in the OS2 port to named pipes instead, which
ended the inter-node communication between port flavors.

Maximus already has snoop client support, but the only snoop server Scott
provided was for OS2.  If the Linux boys have access to the source for the
snoop server, it would probably be wise to try to utilize it as best they
can, if they can, to leverage the existing design work and code already
implemented.
