Yes! That is by far the easiest way. Though it's not too hard to
declare the areas in timed.cfg if you want, say, more than the echotag
as the description.

No need for that!
Timed uses errorlevel exits and you can make a batch file to capture
them and run Squish as needed, i.e. only if you actually have outgoing
mail to toss.
Here's mine:

This batch file can also be used as a function key exit from Binkley.
Just call your mailer's batch file after the :exit.
It also works fine as an icon under Win95, which is how I use it. :)
