Plug a phone line into the dialup use line, just to see.

Sounds like you need a good cleanup of your internal wiring.  Possibly some
exposed wires in the jacks or junction boxes.

If the modem line is clear, that means you should be able to make the
normal phone line clear as well.  My guess is that the modem line is clear.

I remember back in my dialup days, that in our new home, I had a similar
problem, with WSM coming in on the phone line, and it totally screwed up my
dialup service.  You could actually hear the radio station coming out of
the modem speaker in the computer.
