Without a nearly infinitely source of free gold and silver coming
from S. America, it is hard to imagine why anyone would have noticed
Spain in those days. The Enlightenment and the Industrial Revolution
comletely bypassed Spain. Nothing of any consequence was invented or
discovered there for hundreds of years.
Compare all of this to the history of the Netherlands during that
same period - a small country, no gold, half of it below sea level - it
thrived in every aspect of discovery, trade, and art. They cheerfully
took in and accepted every sort of religious odd ball and political
refugee.
Any society that tries to enforce some silly form of uniformity
before very long becomes helpless in relation to societies willing to
allow folks to compete.
I would have expected an American to understand this better.
