The brand name for it is Mobil-link (R), at least on the B side. For it
to work, you have to turn your phone off & back on when you cross into a
new territory or otherwise cause your ESN to be transmitted to the new
system. The alternative is "Follow Me" roaming, where you must
deliberatly dial an access code to annouce your presence in the new
territory.
I just had a major problem with a customer who had trouble roaming
because he didn't know when he crossed into a new carrier's domain. I've
asked the carrier my company is an agent for to provide a map of the US
that shows the boundaries of the different B carriers, but they claim
none exists. Every single piece of literature I've seen from many
different carriers simply lists selected cities, with no way of knowing
when you move from one carrier's zone to another.

That can be a blessing. Since you pay the LD charges on roaming calls
that find you, it can be an advantage to be able to choose whether you
can be reached or not.
