Your help will be greatly appreciated.
Please distribute freely to all those you feel would be interested in the
following message:
We ask for support of all organizations by making written presentations to
this committe on behalf of all birthparents and adoptees living in other
provinces of Canada, and in other countries. These hearings will hopefully
lead to major changes in the Child and Family Services Act, and bring
Manitoba laws in line with the more advanced thinking in post-adoption reform
that has taken place in other provinces, i.e. British Columbia, Alberta and
Saskatchewan in the past year.
The Government of Manitoba will be holding public hearings to receive
presentations regarding changes to the Manitoba Child and Family Services
Act. Hearings will be held in The Pas September 27 & 28, Brandon October 4,
Portage La Prairie October 5, Thompson October 11 & 12,Winnipeg October 15,
16, 17, 21, and 22, Dauphin October 18, Morden October 25, and Selkirk
November 1.
We are very concerned that most of the discussion at these hearings will be
from people more concerned with child placement, special needs children,
abuse, fostering, etc., and not with the items contained in Part V of the act
pertaining to post adoptions, and changes to the act affecting adult
adoptees, and birthparents. If you have any questions be sure and telephone

Your support in this matter is extremely important if we are to make any
major changes to the Act. If you can not attend one of the hearings,possibly
being from out of province, or unable to attend for other reasons, a written
submission to the panel will also be very helpful. Please submit your written

Please submit your written presentations as soon as possible, and must be
received no later than November 1, 1996. LINKS would like to be advised by
anyone making a submission.
If you plan to make a written submission at one of the hearing locations,a
copy of your submission must be mailed to the above address to reach them at
least 4 days prior to the hearing, so the panel will have an opportunity to
study your proposal and ask questions.
Your participation in this very important matter is greatly appreciated,and
only by good strong representation are we going to see any meaningful changes
to the Act which affects the lives of so many of us.
