  While I don't know specifically, there are some wild possibilities.

 Did you previously check your phone number their web site and see that it
qualified?    If so, just keep calling back until you get someone with a
clue :-)

   If not, it may be that you are located too far from their nearest point
(more than 2 to 3 miles,   depending on their equipment).   The ad on the
bill was sent to everyone to frustrate those too far from the Telco remote station.
