It's the "win at all costs" attitude.

The problem would always be there.  Only a paper trail has a 
reasonable chance of providing an accurate audit.  

With the races being so tight, only a few votes need to be 
tanpered with.  And, even then, only a few states are needed to 
swing a presidential election.
