There's actually a device sold to radio that does this in real time now.
You start off with a few local spots while you take the live feed from the
network into the box, to get a play buffer. Set the box for length of
original, and how long you want the result to be (i.e. 58 minutes, to 56
minutes). Then, you start playing out of the box at the appropriate
delayed start time, and the finished program ends at the same time the real
feed does. Works best on dialog, for sure, but it can also be done with
Music, via vari-speed/pitch shift upwards.
