Note the primary.  It's not a gas giant.  Continents are visible.

The moon has a breathable atmosphere.  Otherwise, people wouldn't be
walking on the surface.  Not efficient, if you need breathing apparatus,
you would simply dock the ship to the tower and its internal environment,
instead of having people walk back and forth.

It's a young solar system.  Probably no more than a billion years old or
so.  The existence of the rings around the primary seals the age.  Ice,
they would have melted in the sun's habitable zone, too much direct
sunlight.  Rock, they would have dispersed in the stronger gravity in the
inner solar system.  So, a young system where the ice and rock haven't had
time to disintegrate as the ring structure.

The real problem with Binks is that  he's the modern Chewbacca, but George
Lucas  doesn't seem  to have  realized that  Chewbacca  only works because
he's  funny and dangerous.  If I'd  script-edited THE PHANTOM  MENACE  I'd
have made  Jar-Jar a burbling  idiot  who also happened  to be a
hyper-effective  assassin (hence  his  exile from Otah Gunga).  Consider
how much stronger  the  storyline would have been  if,  during  the  rescue
 of Amidala  from the  Battledroids, Jar-Jar had suddenly drawn his own
weapon and proved himself to  be a  death-machine on  a par with  the two
Jedi Knights.  But still a loud-mouthed twat at the same time.
