I held off on answering this so that I could ask him, but still haven't

My guess is, he may well have written it himself, as he is* a
programmer.  I understood that he had written the batch files in any
case.  :)   The "comments for the morbidly curious" are most likely
understandable to anyone who knows enough to want to do anything with
them in the first place...  :)  Even I usually can comprehend his
comments, should I happen to be looking at one of his programs... and I
don't even know all that much about programming (only language I ever
learned was Fortran, way back in college, and only one course at that...
and never used it since!).
