  It didn't work for me until I enabled the active part of the Phishing
filter ("Send all data to Microsoft for checking").   To me, it's not
intuitive to tie this into the phishing filter.   Maybe they figure that
people who need the green site designator from EV certificates also
wouldn't mind sending their info to microsoft.

   Or, perhaps it's a crude EV revocation method.  Rather than the CA
revoking a fraudulent cert, they're depending on Microsoft not to issue the
'Green' status when the site is checked for phishing fraud.
