Yes, originally I wrote in with 4DOS and AWK and several unix text processing
utilities, then expanded it a good bit with REXX.

Not available, it was written specifically for my BBS.

As written, it only works with OPUS barefoot, and it's *.msg base. There
probably aren't 40 people on earth still using this old bird, and fewer than
that running barefoot. It's _one_ of the reasons I haven't (yet) switched to
an OS/2 based BBS.
I also try not to post the report in any echo that hasn't asked for it, and
generally manually remove the report before it gets mailed to this conference
for that reason. I must have overlooked it this time somehow, so my
apologies to the moderator here. The report is posted semi-automatically so
I have a chance to prevent it from being auto-posted if I remove it from the
list each month.
Anyway, to generate this report from a database style message base would
require a re-write of the REXX script, so the script is useless to most
sysops, even if I made it public. It does demonstate the power of REXX
though, it is not a simple script.
