You probably, as I do, have an earlier rom revision.  6.10
The fix for this problem of connecting with 28.8 modems is to use &n17 in 
your dialing string before dialing.
This forces the modem to be 14.4 only.
The vfc protocol and some v34 modems are apparently very close to the Zyxel 
protocol for either the 16.8 or 19.2 and thus the problem of connecting.
If you don't want to edit your dialing string you can permanently write to 
nvram the &n17
At&n17
at&w
This will disable the zyxel protocols.
The other option is get a new rom revision update.  The latest roms, I 
believe, are 6.14 and have fixed this problem.
