Oh have I got a story for you. You folks know I'm my own ISP right? So I
control both ends of my DSL service which is a 6mb dsl line. I'm 300 feet
from the dslam and my line is good for way faster than 6mb but that's the
limit offered by windstream here.
Well anyway, in testing my line I found it was being limited (as in a rock
solid hard limit) to 4mb. So I called windstream and opened a ticket, their
response was that the contract only specifies that they have to provide 60%
of the rated capacity of the line??!!
Ok so not being satisifed with that answer I wrote to the PUCO and said
something along the lines of "imagine if your gas company contract
said they only have to provide 60% of the gas they charge you for" at
which point even though the PUCO doesn't regulate dsl service they opened
an investigation.
Windstream then called me and gave me a bunch of bullshit about how they
have daisychained some equipment and that's the cause (which it's not
because it's a hard limit not a time/load type overloading) but I let them
fix that then continued to complain. Well the other day they claimed they
found something set wrong on one of their pieces of shelf equipment and
suddenly I'm seeing a hard limit of 4.5mb instead of 4mb. Now they are
claiming that there is a 20% overhead in their dsl service (again bullshit
since it's less than 10% overhead and they could compensate for that the
same way SBC does by setting the line for 10% more than the rated capacity
of the line they sold me).
Besides, I know what the limit is, they claim to have fiber to the dslam
but in reality they are using a channelized ds3 with just 3 T1 lines
available for data (which explains the 4.5mb limit btw) so they don't even
have the capacity to support one 6mb line let alone a whole dslam full of
users..
Anyway, when you don't see the rated performance of your dsl service,
suspect one of the providers of that service is limiting you on purpose.
I'm currently preparing a letter threatening class action on behalf of all
Netlink customers if windstream doesn't fix the problem or make up for it
with increased upspeeds (they limit me to 384k up for no reason but to
charge 3x as much for 768k upspeed)
