I don't know "OneCare" what was it's previous name?
Anyway, I got an error message the other day from one of my apps, it said
it couldn't modify the windows firewall (because I've disabled it) which I
thought was pretty funny. IMO apps are not supposed to change my firewall
settings, I mean what other reason is there to run a firewall when I'm
sitting behind a NAT device..

No. Microsoft has provided an outbound firewall in various forms for
years. Windows Live OneCare and Windows Vista both provide a consumer
level one. Windows Vista provides enterprise level features as well in the
same firewall. Still, except for anal folks like some of those here, most
people don't really use these at least not how described here.
We discussed the OneCare outbound filtering in detail earlier. You can
go back and look it up. I'm sure you put it out of your mind because you
prefer to believe what you want to.
I wouldn't trust any outbound filtering for malware on an infected
machine. The infected machine enforces what to allow or not and since the
machine is infected you can't trust it. I could trust one to implement
policy for non-malicious applications.
Your repeated phone home noise is as boring as it is bogus. Find
something interesting and relevant to say instead.

baby per second law MS has forced on vista users.. Lets software phone

want and use a firewall. The ratings here are those for once pregnant,
