 Hi, Mark...
You may be missing a very important part of the charger battery
 relationship.
The battery doesn't know (or care) about little things like optimal charging
rates. They will attempt to suck up all the current they can.
If you offer it 1 amp (as you are with that 1A charger), the battery will
happily sit there and suck it ALL up. Since that is far above it's normal
charge rate, it will present very little load to the charger, and thus the
voltage will remain high (too high). The battery is, then, attempting to
charge itself at 18 volts, 1 amp. Not good.
The charger recommended by Radio shack, together with the PRO-43's circuitry
and a depleted battery pack, is a charging system designed for *that*
scanner. Change any part of that system (especially the charger), and it's
no longer right. In this case, those batteries are taking a heck of a
beating, even for a short charge period.
Put that 1 amp charger away somewhere, and your batteries will thank you by
 lasting a lot longer.
