In principle, an analog backup on the transporter data stream sounds like a
good idea. Suppose during transport something like the accident in Star
Trek: The Motion Picture happens, and you could boost the degrading signal
by going to the tape backup. As a safety, there's potential.
However, as presented in the story, there's also the possibility that
someone could use the backup to duplicate themselves or others.
Perhaps you'd want another kind of fail safe on the system. After a
successful transport, the tape gets wiped. Thus, if you have a transporter
failure, you can go to the tape, but if it's successful, there's no need
for the backup and its discarded.
