Paul, I had the same problem... It was not said anywhere I don't think, but 
the thing to do is the following...
I'd assume you load a terminal program up (as Intermail,Frontdoor will not 
work)...
type in terminal mode AT&C0
Then do AT**
And from there, upload the flash to the modem...
Works here, but I do a few different things too...
If you are running  OS/2 and SIO, you'll need to unlock the com port in order 
to FLASH the modem...
SU port LOCK speed         Where port is your port number and speed is the 
locked speed.. To unlock a port, the speed is 0....
