It's quite possible since the SETDial macro function can now be used
to set the inter-dial delay.  So you could set up two keys like
this:
  {:nf9} {setd ,45} {dial} {}   F9 for single number dialing
  {:nf0} {setd ,10} {dial} {}   F10 for multi number dialing
