Err, let's start by giving you the parts of my huskymak.cfg:

PREFIX=/home/axisd/husky
MANDIR=$(PREFIX)/man

I'm using the default MANDIR setting, per huskymak.cfg. So, it seems as though
the Makefiles are putting the man pages in /home/axisd/husky/man/man1 .. It's
not huskymak.cfg that's broken.
