If I'm remembering the details, correct, yes.

It's been a -long- time since I've read this story.

I don't think there was a cultural reason for resenting Geordi's decision;
otherwise, why would the scientist have volunteered for the transporter
effect to see if the recording device worked?

I'll have to dig up the details.
