Not exactly true. Most bbs'es have some sort of limitation on the amount of
messages they will hold. (Especially if those systems use a Hudson Message
Base). It's up to the sysop to decide how many or how few messages the area
will contain - usually on a daily and/or weekly basis, and the areas usually
get a maintenance done on them once a week, most being done in a nightly
event (or those that I've been privy
to as a sysop, co-sysop and user.
For example, on our particular system, the echoes Jeff and I moderate are set
high numerically, so we have references to fall back on if a problem occurs.
Some of the less trafficked areas get set at lower numeric levels. I know I
sure don't want to respond to something that was posted several months ago if
the echo only gets around 10-20 messages a week and the echo's numeric level
is set at 1000. (making it more conducive for the echo's numeric level to be
around 200 instead).
But then there are those areas that get 200 or more messages a day, something
that would mean a brand new set of messages would come in everyday if the
echo and people would have to keep up daily with their mail deliveries just
to have an idea what was going on.

I've not really dealt with enough newsgroups to give you a good answer on
this one. Everyone I've gotten usually has a limitation - or possibly it's a
limit that is imposed by my ISP.
