An acquaintance of mine, Yen Ching Pao, an aeronauticel engineer par
excellance, did the original stress analysis for the '27 tail while at
Garrett Air Research.  I remember his words well. He said: I'd 
never fly in this bird!'.  This goes back to the very early 60s.
