Sorry being dead does not keep one's ideas from coming into question.
 If that were the case the work of all philosophers who have passed
beyond the mortal pale would be above question, and nothing new could ever
be introduced that disagreed with them.  Gene Coon's ideas will have to
speak for themselves.

I reject the idea that exact duplicates of any given planet, be it Earth,
Vulcan, or Oz are going to naturally occur.  General patterns of culture
may repeat such as the "natural" progression of the technological
society .  One advance tends ot follow another in a given order.  However
the natural progression of planetary forces are not going to produce
planets that look like Earth.  Given enough time, Earth will not look like
Earth.  Planets are not fixed and unchanging bodies.
 It is totally unreasonable to consider that several planets have their
geological forces in sync to produce identical land masses and seas at the
same point in time.  A slight change in mantle convection patterns, and we
have a different planet.

This is no different that your need to frame every time travel and
alternate universe story as a change in location.
