BA> Replying to a message of Bob Ackley to DAVE DRUM:
DD>>> Then do something to help improve the conditions of Mexico
DD>>> so people would do what they would rather do and that's
DD>>> stay home with their families. Do you really think they
DD>>> want to struggle trying to cross the border?
BA>> Since the problem has been going on for well over half a
BA>> century, yes.
BA> Some people go to where they can get the most for the least
BA> effort.
Some do, the large migration is because of deprivation where
they were.
BA> I remember back in about 1960 my parents griping about
BA> second and third generations living off the fairly generous
BA> California welfare system. People were literally moving
BA> there in order to get those welfare checks, which usually
BA> were bigger than the ones they were getting where they
BA> were.
I remember that also. It was nationwide news. And it wasn't just
California, but CA was the big destination.
BA> CA tried to establish residency requirements before
BA> one could receive welfare benefits, but the federal courts
BA> shot that idea down - IMO a bad decision. Of course that
BA> was in a time before welfare became an 'entitlement' that
BA> people had a *right* to.
That was in a time when the South got to set welfare at a point
where the poor were kept in near starvation. Held down wages
very well, and hurt the whold country. Had welfare been at a set
level throughout the country that problem would not have
happened.
