There were two main differences, between the Nazis, and the Communists.

Communists did their slaughters in a haphazard fashion, even the "gulag"
program was more for slave labor than actual "industrialized" slaughter.
Thus, the numbers were proportionally smaller for the amounts of time
communists had their programs running.

Nazis created an entire bureaucracy, devoted to annihilating whole groups
of people.
Given more time like the communists had, the Nazis would have killed far
more than the communists could.
