You cannot. The "fortified" version of Netscape is restricted by US law to
the United States and Canada.

Only the 128 bit version.  I do not know if Fortify is available for what is
essentially a beta version.

YOU TO DOWNLOAD THE "INTERNATIONAL:FRANCE" VERSION.
