They do. Its a common occurance. They had the DMV `motor-voter' registration
thing here awhile back. Someone getting a drivers license was also registering
to vote! Citizenship wasn't inquired into. In fact, when registering to vote
out here, citizenship isn't checked into very deeply at all.


(Person registering new voters): "Are you a U.S. citizen?"


(Person registering to vote): "Si, Senor!"


(Person registering new voters): "Oh......ok."
