In Jay Trek it's simple.  Earth is an Artifact, and so are all the others. 
The Rishans could build stable, working Gensis devices, and one particular
Rishan used them with great abandon

Why the Earth and it's people?  Is there an Original Earth all the
Duplicates are modelled off of?

I know the answers, but I should probably leave them for stories

if I can think of a plot that will use this back ground for interesting effect.
