Long ago I released a program called 'AT2' to do things like that. It was 
designed to customize modems and query modem registers with a Rexx procedure 
or batch file. It was published in the Ferwood collection, but I don't know 
if it is still there. It was also on at least 2 Hobbes CDROMs (as 
AT2_14A.ZIP),  including a 16-bits and a 32-bits version, docs and a sample 
Rexx procedure.
I have a newer version on my Internet homepage as AT3 (filename AT3_15B.ZIP), 
it can also be used for dialing.
