Yes, the SS Skylark would be my premier example.  Also seen is the SS
Edmund Fizgerald, a general freighter contracted for Starfleet support, and
the Mammoth class container ship, mentioned but not seen.  If by capacity
you mean speed and other technical details, It depends on the type of ship.

Liners:  If modern by the standard of the writing I have them every bit as
fast as fleet ship of the same era, if not a tad faster.  Militaries have
always be conservative types, and it is usual left ot civilians to try the
latest development in engine technologies.  Passenger liners at the
forefront.  Per example, there were no warship in WWII that could keep up
with the Queens Elizabeth and Mary making troop runs from the States to
England.  The QE1 actually ran down and sank a slower cruiser that was
"escorting" here.

Freighters:  Usually not as fast as liners.  They might be as good as fleet
standard, but never better.  They can be much worse.

Bulk Carriers:  The "bulk" of interstellar trade.  These are a
proverbial "slow boat to China".  Bulk haulers are never up to
fleet standard.

So if I am writing a TNG era warp 8 cruise warp 9.9 flank Starfleet: Modern
liners with cruise at warp 9.  Slightly older ship at warp 8 Freighters
with cruise at warp 7
Bulk haulers around warp 5
