You are correct in that respect. But from the information I've stumbled acorss
over the years;
 Heavy duty trucks (3/4, 1 ton pickup variety that is) where supposed to get
tighter emmisions standards sometime in the late 80's.
 A v6 engine- or any smaller engine, which, If you listen to the pro-testing
crowd should have less emmisions than those evil v8 engines.  
 Newer engines are supposed to have tighter standards. 
 They (the testing body) say that standards are supposed to be looser for older
higher mileage engines due to aging process-to keep it "fair". 

If all the above are true, why is everything I happen to see, showing higher
limits for newer smaller engines? I would think the inverse should be true.
Even my 'hot rod' status limits, while higher, are questionable when compared
to 3/4 ton readings.  

Beurocrats... Pfffttt....

The testing station IS connected to the ministry (DMV) computers. Via modem.
Theres a live hook-up between the test station and the ministry. In cases of
no connection ability, the test station stores the results and sends them once
a connection is established. 

Emmisions and liscencing are run by the same government body (Ministry of 
Transportation).  Can't have one without the other. 
No tricks either, can't print up a valid printout since they never use those,
it is probably just for worst case anyway since when you goto renew your
plates they key in the vin, and it will search for test results, unpaid 
tickets, the works. And until you pay up or get tested, you will not get a
renewal for that plate. And get tagged as invalid in the computers when expiry
date rolls along, so any subsequent plate run by the cops is going to flag you.
