The bogus letter talks just a bit too much about secrecy and would appear to
be written to reinforce fears about "secret agendas", examples from the
"bogus" letter:
 I have marked this letter to you "confidential" because I am

Seems the letter is talking WAY too much about keeping things secret and it
just doesn't make much sense why they would want to keep it secret in the
first place. If I am wrong then you and others are right and the HCI is a
dishonest organization with secret agendas. Just a bit too convenient.
