The article is about unwanted pregnancy and abortion, not about planned
pregnancy.  And, women should mind their own bodies.

While men should be concerned about diseases and pregnancy ultimately
it's the woman's responsibly for what happens to her body.  If you want
the man to responsible for his own seed then the women should have to
get his permission to give birth or have an abortion.  As women don't
have to get the man's permission to do either then that in itself shows
that she is the only one responsible.
