My user list would swell with people who called once, apparently decided a

If there wasn't, you can try firing up sqpackp as I do.  As long as your 
method works, though, it probably doesn't matter (except for time - it 
probably takes longer to run through a multi-line .bat or .cmd file.)

You're probably right.  However, since nothing was broke, I didn't fix the 
runbbs.cmd file in that segment.

Correct - you can't switch to a detached process.
