Heidi, are you talking about real bullying where some largely
student picks on another on school grounds?
I wouldn't involve the media. I'd call a lawyer. If I'm
walking down the street, I don't expect the police to allow
someone to physically threaten me without me (at least
in the states) having the option to arm myself.
