A)  El Nanth is a major starbase.  At any time a dozen ships are on the
dock on in the vicinity from Starfleet.  It is the headquarters for the
Horned Fleet ships.
B)  El Nanth is a major commercial port of call with hundred of ships
coming and going.  It is the inner Federation gateway to the Orion sector.
C)  El Nanth is the capital of record for the Ane Confederation.  It has
six class M worlds.  It has 3 frigates on permanent patrol. D)  El Nanth is
famous for the place where Jay P Hailey made the automatic bullet-pointer,
thus relieving the galaxy-wide shortage.

Having an ancient ship be the only ship in the quadrant would be such an
abuse of a hoary old concept that I dislike in the first place.
