not so unusual when you stop and think about XP's tighter security... there
are permissions for directories as well as the files inside the
directories... it is possible that there wasn't sufficient permissions
granted on the directory or the one file... it would depend also on which
user one was during the stages of the operation...

there's also group permissions where if one is a member of a group, they
also have the same permissions as the group...

it is very much like *NIX security and has been heading that way for may
years... in the m$ camp, this started with NT... there was also an attempt
by them to "take over" one of the *NIXs but they were shown why
they could not do such and they left with *NIX based ideas they've been
implementing in their win* platforms as well as having their tails tucked
tightly between their legs O:)
