I'd like to thank you, and everyone else, for their advise with regards
to my 'config.sys' problem. I found the solution! It's something I should
have learned a long time ago.

In the MPTS directory on the OS/2v4 CD CID\IMG\MPTS
is a readme file README.MPT that I had overlooked. Apparently the
file \OS2\INSTALL\IBMLANLK.LST can prevent MPTS from installing sometimes.
Once I moved this small text file to a floppy ( I never delete stuff
since I almost always regret the deletion latter ) MPTS installed OK.
With MPTS installed OK, TCAPPS installed OK. I can now get
onto the internet with Explorer and everything is working fine.
