I don't understand why you claim the letter is bogus. It aligns with
everything
I've ever heard from the former HCI folks in my office at work. The letter
also
outlines the policies I'd be following if I were them. The "slicing the
salami"
approach to legislation is time consuming but works. (Rather than going for
everything at once, you go for one slice at a time)
