Do you want a library with an API or an executable you can call from a
script or batch file? If the latter, VICE's c1541 might be sufficient for
your needs. It lets you create, read, and write .d64 files from the
command line. You can grab the source code and binaries from <http://vice-
emu.sourceforge.net/>.
