We were talking about deleting the .bif file in question and trying to start 
up WPWin without having to reset the computer.  I deleted the file and tried 
to start up WPWin.. I got the same message as always... "Cannot Initialize.. 
blah"
Am I missing a step here?  I tried replacing it with the .bif file that I had 
backed up shortly before this error, but still to no avail.  :(
