Yes. Civilian ships are not military and are not designed for combat.
They're designed to go from point A to point B, and get paeople and cargo
there.
I have three notable examples off the top of my head -
The Bendross-III, a modified cargo ship. At the time she was launched she
had the best Impulse drives, and some heavy weapons, but this was ship
just designed to go from here to there. The weaponry is basically an
afterthought.
The Carbuncle is basically a family apartment, a cargo bay, and some
drives. It has basic shields for safety equipment.
Same with the SS Ranger
and the SS Ruby Tuesday.
In jay-trek there are mercenary ships out there, but they're small. War
ship or horrifically epensive to build and maintain. Only the richest of
Mercenary Companies can afford even a small corvette.
