During my day the CT rate was wide open - if you passed the tests you got 
the promotion, but it did get tough around 1960 and a good buddy of mine 
who stayed in was locked at 1st because the CPO rate was flooded from the 
days of all slots  being wide open.  He left after 12 years seeing the 
writing on the wall.
