The standard process for zone gating in hpt is to export all SEEN-BYs to
the other zone and to remove the other zone's SEEN-BYs when importing and
tossing to links within the same zone. If Nicholas and you have both set
-sbkeepAll you'll keep the SEEN-BYs of all zones in both directions. But if
some other Z2 node is zone gating too, he might remove Z1 SEEN-BYs for his
Z2 links.
