Most Libertarians, (I'm not sure who you include in, and such,) would say
the items you listed are infrastructure and are one of the ligament reasons
for a government.I believe most would agree that such responsibilities have
to be supported by taxes.

Yes it is, but;  It has no connection to the Libertarian Party or
Libertarians in general.
